But will it last ?
Corruption in Bulgaria is not about fraud and draining EU funds- it is the result of an ancient mainstream culture where friendship,"connections" and favors dominate social and political transactions. The small scale peasant community with its chiefs,bandits and dignitaries and local "market" rules has unsuccessfully been converted into an absurd state model where cheating and fraud is institutionalized and legalized.
Chief Borisov might have stalled the abuses for a short time, but not changed the cultural values that encourage corruption and fraud.
EU has called for restructure of the judicial system for a long time, but no substantial reforms have been implemented. Judges, prosecutors and police are still under direct and daily administrative and political control by the Interior Ministry, and no prime ministers or governments are willing to cut the ties and make these institutions independent.
Arresting corrupt criminals will not help much as long as the Interior Ministry, Government or the Parliament can replace prosecutors, judges and investigators and grant immunity against criminal charges. At the end of the day all the corrupt politicians have been elected in fair democratic election, so they are in charge because they have the citizens support.
There is nothing wrong with the country Bulgaria, but the citizens have created a lawless bandit state and can be blamed. Bulgaria should be given sabbatical leave from EU membership and obligations, and re-negotiate membership when the country is ready - in the same group as Serbia, Macedonia etc.
Borisov's painkiller might lessen the pain, but it does not cure the patient.
