New Bulgarian Top Secret Report Leaks in Germany

A new top secret report of Bulgaria's National State Security Agency (DANS) has surfaced, revealing scandalous violations of officials, linked to the previous Socialist-led government in the last six months of its term, German Spiegel magazine reported.

The news comes days after a year-old top secret report by DANS, which sheds light on the influence of criminal organizations within certain ministries and state agencies, leaked, shattering the whole state.

According to Spiegel article, entitled “A scandalous report is putting pressure on the Bulgarian government”, the new report has been sent to a number of people, most of whom journalists, with an express prohibition to be published.

The report unveils abuse of EU funds, primarily in the agriculture sector, destruction and forgery of property documents, corruption, businessmen, who transferred their bankrupt companies to socially disadvantaged people, most often Roma.

"No tricks have been left used by the fraudsters," the article says. "In a country of such vague laws, discriminating justice and authorities undermined by the mafia, those who are laundering money feel at home."

Numerous examples of racketeering, kidnappings and violence have also been reportedly cited in the report.

According to DANS experts Bulgaria shows the first signs of becoming part of international terrorist organizations, which is said to be no alarming, but certainly worrying trend.

The report points out that Shia groups such as Hizbullah have already sent representatives to Bulgaria, while the radical ideas of Islam extremists meet the support of local Muslim communities.

"Prime Minister Boyko Borisov will have to clear that heap of trash by the end of the year if he wants his government to appear a bigger success that its predecessor," Spiegel concludes.

The German magazine warns that Bulgaria risks to face Brussels' cold shoulder should the next DANS report be as negative as these two.

"The new prime minister should choose between the planned shut down of the agency, its political adjustment and the confidence that future reports will be kept secret and locked in his own drawer," the magazine comments.

The first scandalous top security report leaked at the end of October and was announced by Prime Minister Boyko Borisov, who said he had received it from former secret service agent Alexey Petrov, former adviser to former DANS director Petko Sertov.

According to Borisov, the report, written a year ago, was labeled as the copy sent to the prime minister. How it ended up with Petrov is unclear.

The premier said his predecessor Stanishev obtained the document last year but did not return it to the relevant department at the council of ministers and the report disappeared after that.

Under security protocols, all copies of confidential reports are to be returned to the security agency. Borisov said he has ordered experts to first determine whether the report is genuine.

If so, this will put Borisov's predecessor, Sergey Stanishev, leader of the Bulgarian Socialist Party, in direct violation of the law.

The new Prime Minister has urged prosecutors to charge his predecessor Sergei Stanishev and others for the leak of the report, saying it exposed the country’s inability to tame organized crime.
